Background
Shannan Holder Starkey is a Partner at Boyd Richards Parker & Colonnelli, P.L. in its Insurance Defense Practice Group. With over a decade of litigation experience, Shannan represents insurers in complex first- and third-party matters across Florida and consults on national litigation strategy.
Shannan began her legal career as an Assistant Public Defender in Florida’s 17th Judicial Circuit, where she gained extensive trial experience handling felony cases that received national media attention. She transitioned to civil litigation in 2013, representing financial institutions in real estate and foreclosure matters, and by 2016, she focused her practice on insurance defense.
Her areas of expertise include insurance coverage disputes, declaratory judgment actions, pre-litigation fraud investigations, property (auto and residential) litigation, extra contractual, and casualty cases. Shannan is widely recognized for her ability to provide practical, jurisdiction-specific legal guidance to national insurers, helping them navigate evolving statutes, case law, and litigation trends in Florida.
Shannan serves as the Vice President of the National African American Insurance Association (NAAIA) of South Florida. She is an avid speaker tackling topics such as AI in the insurance industry. She teaches CE courses to claims specialists regarding deposition preparation and claims notation. And she is a resource to those in the insurance industry.
